Renovation

Renovating a home to sell in València

Before a sale, the aim is a home that shows well at a viewing and raises no awkward questions afterwards. We help you choose what to fix and what to leave, keep the paperwork in order, and set the works out in a fixed-price quote in writing.

Renovate to sell in València: how the rules apply

Each rule below comes from a municipal, regional or national text listed in the sources. The note says what it means for this job; open a rule to read its full wording.

Permission and paperwork

Start on filing (art. 26)

Filing lets declared work start straight away, which matters when photographs and viewings are already booked.[1]

Rule wording

A valid declaración responsable with all required documents enables the covered works to start on filing, subject to municipal checks. Filing is not a licence or confirmation that an unsuitable project is lawful.

Notify start and end (art. 28)

File the completion notice within 15 days of finishing, so the record of the declared works is complete before viewings.[1]

Rule wording

The start and completion of declared works must each be notified to the Ajuntament within 15 days of the event, with the documents required by article 28.

Official charges and tax

ICIO 4%

4% of the execution material cost of the declared works; the quote shows it beside the works it relates to.[4, 3]

Rule wording

València’s ICIO rate is 4% of the taxable execution material cost. The declared budget, applicable exclusions and any relief must be checked for the particular works.

Tasa from €140.90

Calculated on the same base as the ICIO; both are listed next to the declared items, separately from the works price.[5]

Rule wording

The planning fee (tasa urbanística) starts at €140.90 for a base of up to €6,010.12 and rises on a sliding scale. It uses the same base as ICIO.

IVA 10%

If you still use the home privately until it sells, ordinary renovation can qualify when the other conditions are met.[6, 7]

Rule wording

Ordinary dwelling renovation or repair can qualify for 10% IVA when the recipient is a private individual using the dwelling privately, construction or rehabilitation finished at least 2 years before the works, and contractor-supplied materials cost no more than 40% of the taxable base. Qualifying communities of owners are also covered by the law.

IVA 21%

If the home is let, or the private-use or materials conditions are not met, the general rate applies; we assess it before invoicing.[6, 7, 8]

Rule wording

The general IVA rate for ordinary repair or renovation is 21%; the private-home reduced-rate route does not cover rented or business-use dwellings. Construction and works meeting the tax definition of rehabilitation have a separate reduced-rate test, so the contract must be assessed before assigning a rate.

Community and building

Notice to the community (LPH 7.1)

Notice to the community before the works also avoids a surprise for neighbours just before viewings start.[9]

Rule wording

An owner must notify the community’s representative before works inside a flat. Article 7.1 allows those alterations only if they do not impair the building’s safety, general structure or exterior configuration, or prejudice another owner’s rights; notice alone does not authorise changes to common elements.

Residential buildings over 50 years old

If the building is over 50, ask the administrator for the registered IEEV.CV before marketing; its findings on common parts are information a buyer may request.[2, 10]

Rule wording

TRLOTUP article 189 requires owners of residential buildings, both single-family and multi-family, older than 50 years to arrange a competent technical inspection at least every 10 years. The IEEV.CV must be registered for administrative effect; its findings help identify building-wide work before planning a flat refurbishment.

Selling and letting

Energy certificate to sell or let

The sale needs a registered energy certificate and the label appears in every advert; if the works improve windows, insulation or heating, commission the certificate after they finish.[11, 12]

Rule wording

An existing dwelling sold, or let to a new tenant, needs an energy performance certificate registered with the regional body, in the Comunitat Valenciana IVACE, before the sale or letting. The energy label must appear in all sale and rental advertising, and certificates are valid for up to ten years, or five when the rating is G.

Second occupation and utility contracts

A buyer's new supply contracts depend on the occupation title, so your conveyancing adviser may ask for it alongside the works file.[2]

Rule wording

In the Comunitat Valenciana, the second and later occupation of a dwelling is subject to a declaración responsable (TRLOTUP art. 233.1.f), and suppliers of water, electricity, gas and telecommunications must ask for the relevant planning title before contracting their services (art. 245.1).

On site and at handover

Completion records and the building book

Hand the buyer the installation certificates and instructions for the work done; our handover file lists the documents your scope generates.[13]

Rule wording

For building works covered by the LOE, the completed project with approved changes, reception record, identification of participants and use and maintenance instructions form the building book delivered to users. The documents required for a smaller renovation depend on its scope and installation work.

Do you need a permit?

València’s 2026 ordinance has three routes. Which one your job takes depends on what it touches and on the building.

  1. No permit

Pre-sale jobs such as repainting, replacing worn units or sanitaryware in place and fitting appliances can be exempt under article 14.f when the installations are untouched. [1]

  2. Declaración responsable

Updating a bathroom with moved fittings or rewiring before a sale is declared through UR.LC.140; the filing and completion notice become part of the documents you can show a buyer. [1, 2] [3] [1]

  3. Licence

Structural or protected-element work before a sale follows its own route and timetable, which can outlast your sale date; we say so before you commit. [3, 2] [1, 2] [1]

The Ajuntament has the final word. We confirm the route for your home before we quote, and we never start works ahead of it.

Three districts, from the municipal record

The 2025 municipal housing sheet records the share of dwellings built in 1980 or earlier. It is context for the district, not a survey of your building.

  • District 8

    58.0%[14]

Dwellings built in 1980 or earlier

    Patraix

Patraix's historic core and the Ramón de Castro workers' houses each have their own catalogue entries [15] [16]; a buyer's adviser may ask, so the property's status goes in the file.

    60,087 Residents[14]

  • District 9

    65.6%[17]

Dwellings built in 1980 or earlier

    Jesús

Around two thirds of dwellings are recorded as built by 1980; the walk-through starts with damp, electrics and plumbing before any cosmetic work.

    54,305 Residents[17]

  • District 10

    59.3%[18]

Dwellings built in 1980 or earlier

    Quatre Carreres

From Montolivet's catalogued church [19] to La Punta's historic rural settlement [20], protection here is site-specific, so pre-sale works are checked against the property's own record, not the district name.

    83,333 Residents[18]

Open the district page for protection rules, barrios and the questions that apply there.

Repair the cause before improving the appearance

Decoration should not conceal an active leak or unresolved defect. We record visible condition, identify investigations and separate essential repairs from optional improvements. Your agent’s advice and timetable help you choose; we do not promise an uplift in value or a faster sale.

A sound kitchen may need adjustment rather than replacement. A bathroom may need repairs before a layout change makes sense. An itemised scope lets you compare options without assuming what a future buyer will prefer.

Keep the permission trail

Selling does not change the rules for the works. [1] Where a declaration or licence is required, classify and document the intervention before starting. [1, 2] [1, 2]

Start and completion are notified within 15 days. [1] We retain the relevant filing, receipts, notices and installation documents for handover. Your conveyancing adviser can explain which additional property documents a buyer needs; a renovation file is not a substitute for the buyer’s own checks.

Agree price, dates and limits

The quote describes what stays, what changes, investigation assumptions, access, waste and making good. IVA follows the actual contract and use, including a separate fiscal-rehabilitation assessment when relevant. [6, 7] [6, 7, 8]

For an absent owner, agree authorised access and when photography or viewings may take place. A room looking finished does not mean every check and document is complete. We record outstanding items before handover. See the handover checklist and remote renovation guide.

How we run it

  1. Free estimate

Send photos or a short video, or book a call. We tell you what the job involves and give a free estimate.

  2. Visit

We visit the property, measure up and look at the building, the installations and the community’s rules.

  3. Design and permissions

We agree the design, coordinate any required independent architect or engineer, and check municipal and community requirements.

  4. Fixed-price quote

You get a fixed-price quote in writing, with the official fees and IVA shown separately.

  5. Paperwork and works

We coordinate any required filing and prior approvals before the affected works start. Your project manager tracks progress, decisions and agreed changes.

  6. Handover

We inspect the agreed work with you, record outstanding items and hand over applicable certificates, manuals and completion documents.

Your questions, answered

Will renovating raise my sale price?

We can't tell you that, and we don't put figures on it. Your estate agent knows what buyers are paying; we price the works, do them and hand you the paperwork.

What is worth doing before I sell?

Usually the things a buyer notices straight away: paint, damp marks, a tired kitchen or bathroom, doors and windows that stick. We walk through the home with you, suggest a short list and quote it, so you can decide job by job.

Will a buyer ask about the works I did?

They or their adviser may. Keep the declaration receipt, the completion notice, installation certificates and instructions for anything declared, and a list of jobs done within the article 14.f exemption. A renovation file does not replace the buyer's own checks.

Can you prepare the home while I'm abroad?

Yes. Your project manager handles the job in your language, holds a spare set of keys while it runs, and agrees with your agent when the home will be ready for photographs and viewings.

Should I renovate or sell the home as it is?

That depends on the market and your plans, which are questions for you and your agent. What we can give you is a fixed-price quote in writing for the works, so you can weigh it against what the agent tells you.
