Renovation
House (casa) renovation in València
A house in the city raises questions a flat doesn't: the façade, the roof, the outside walls and, in El Cabanyal (Cabañal), a special plan of its own. We check the protection status first; the fixed-price quote in writing comes after that, covering inside and out.

House renovation in València: how the rules apply
Each rule below comes from a municipal, regional or national text listed in the sources. The note says what it means for this job; open a rule to read its full wording.
Permission and paperwork
- Start on filing (art. 26)
Each declaration enables only the works it describes: roof works declared under UR.LC.135 do not authorise a new interior layout, and the reverse is also true.[1]
Rule wording
A valid declaración responsable with all required documents enables the covered works to start on filing, subject to municipal checks. Filing is not a licence or confirmation that an unsuitable project is lawful.
- Notify start and end (art. 28)
With two declarations there are two sets of start and completion notices; we track each one separately.[1]
Rule wording
The start and completion of declared works must each be notified to the Ajuntament within 15 days of the event, with the documents required by article 28.
- Scaffolding and public space
Scaffolding on the pavement or a hoist over the street needs its own occupation authorisation before it goes up, in addition to the works declaration.[3]
Rule wording
A works declaration does not itself authorise scaffolding or temporary equipment to occupy public ground or airspace. UR.LC.135 requires the applicable public-domain occupation authorisation before that occupation begins.
- When a building project is required
Substantial changes to a house's exterior composition, volume or overall structural system bring a LOE project; repairing render or replacing broken roof tiles is a different scope.[12]
Rule wording
LOE article 2 requires a project for existing-building works that alter architectural configuration, including specified substantial changes to exterior composition, volume or the overall structural system, and changes of characteristic use. It also covers interventions affecting protected elements of listed buildings; not every interior refit meets these tests.
Official charges and tax
- ICIO 4%
Charged on the execution cost of everything declared, so façade and roof work count alongside the interior.[6, 4]
Rule wording
València’s ICIO rate is 4% of the taxable execution material cost. The declared budget, applicable exclusions and any relief must be checked for the particular works.
- Tasa from €140.90
Calculated on the same base as the ICIO, starting at €140.90 and rising with the declared base.[7]
Rule wording
The planning fee (tasa urbanística) starts at €140.90 for a base of up to €6,010.12 and rises on a sliding scale. It uses the same base as ICIO.
- ICIO: 95% solar reduction
Solar panels or solar hot water on a house roof can reduce the ICIO on that part of the works by 95%, with homologated equipment and the installation certificate, unless the installation is compulsory anyway.[6]
Rule wording
València’s ICIO ordinance reduces the tax due by 95% on the part of the works that installs solar thermal or photovoltaic systems, provided the equipment is homologated and an installation certificate and broken-down budget are supplied (art. 6.2.B). It does not apply where the installation is compulsory under specific regulations, and it is requested with the licence application or when the declaración responsable is filed (art. 7).
- IBI: solar reduction
After a solar installation, a residential house can also claim the IBI reduction from the following year; the number of years depends on the cadastral value, and the claim is not automatic.[8]
Rule wording
València’s IBI ordinance reduces the property tax by 50% for predominantly residential buildings with solar thermal or electric systems installed, from the year after installation, for a number of years that depends on the cadastral value and falls to none at the highest values. It must be requested, cannot exceed 20% of the installation’s final cost and does not apply where the installation is compulsory (art. 15).
- IVA 10%
A house you use privately can qualify for ordinary renovation work if it was finished at least two years earlier and supplied materials stay within the limit; roofing and façade materials count too.[9, 10]
Rule wording
Ordinary dwelling renovation or repair can qualify for 10% IVA when the recipient is a private individual using the dwelling privately, construction or rehabilitation finished at least 2 years before the works, and contractor-supplied materials cost no more than 40% of the taxable base. Qualifying communities of owners are also covered by the law.
- IVA 21%
Rental or business use excludes the private-home route; a large structural intervention may instead be assessed against the separate rehabilitation test.[9, 10, 11]
Rule wording
The general IVA rate for ordinary repair or renovation is 21%; the private-home reduced-rate route does not cover rented or business-use dwellings. Construction and works meeting the tax definition of rehabilitation have a separate reduced-rate test, so the contract must be assessed before assigning a rate.
Community and building
- Climate zone B3 (CTE DB-HE)
Roof insulation, new windows or a façade upgrade are designed to zone B3's requirements where the intervention falls within DB-HE.[14]
Rule wording
CTE DB-HE assigns climate zones by province and altitude: in the province of València, sites up to 50 metres above sea level are zone B3, and the same document gives the capital an altitude of 13 metres. The zone feeds DB-HE’s energy-saving requirements for interventions within the CTE’s scope.
On site and at handover
- Architect and technical roles
When the house needs a project, the architect designs it and directs the works, and a technical architect directs execution.[12]
Rule wording
For residential building work within the LOE’s project requirements, the law assigns the architectural project and works direction to an architect, and material execution direction to a technical architect. Specialist designers and other technicians act within their legal competence and the agreed project team.
- Heating, cooling, ventilation and hot water
Replacing a boiler, adding air-conditioning or a heat pump for hot water falls under RITE for the part reformed; commissioning documents come with handover.[13]
Rule wording
RITE covers fixed heating, cooling, ventilation and domestic hot-water installations, including the reformed part of an existing installation. The scope and capacity determine the technical documentation and commissioning requirements; applicable certificates and operating information form part of handover.
- Plan and document construction waste
Roof and façade work produces heavy rubble; the plan sets how it is separated and taken away, including from streets too narrow for a skip outside the door.[15]
Rule wording
For works within RD 105/2008’s project requirements, the project includes a waste management study and the contractor prepares the corresponding management plan; waste transfers need documentary evidence. Minor domestic repair works have a specific exception from those national producer and holder duties and follow local requirements.
- Working hours (noise ordinance)
Roof and façade work affects the street, so it keeps to the ordinance's hours: 08:00 to 22:00 on weekdays and Saturdays, from 09:30 on Sundays and holidays.[16]
Rule wording
València’s 2023 noise ordinance allows works in buildings that affect the public domain from 08:00 to 22:00, Monday to Saturday, and from 09:30 to 22:00 on Sundays and public holidays, with exceptions for urgent or authorised work (art. 31). Noisy domestic renovation is also banned at night: 22:00 to 08:00 from Sunday to Thursday, and 22:00 to 09:30 on Fridays, Saturdays and the eves of holidays (art. 30).
- Completion records and the building book
For a LOE project, the completed project and maintenance instructions form the building book you keep with the house.[12]
Rule wording
For building works covered by the LOE, the completed project with approved changes, reception record, identification of participants and use and maintenance instructions form the building book delivered to users. The documents required for a smaller renovation depend on its scope and installation work.
Do you need a permit?
València’s 2026 ordinance has three routes. Which one your job takes depends on what it touches and on the building.
No permit
Interior jobs on the article 14.f list remain exempt in a house, but façade, roof and external-wall work is not on that list. [1]
Declaración responsable
Façade, roof and party-wall reform on a non-catalogued building has its own declaration, UR.LC.135, while interior works go through UR.LC.140. A house project can need both, each filed with the documents it lists. [3] [4] [1, 2]
Licence
A catalogued house, a historic-nucleus setting, or work replacing the roof structure or other principal elements needs a heritage or licence route, decided before design. [1, 2] [4, 2] [1]
The Ajuntament has the final word. We confirm the route for your home before we quote, and we never start works ahead of it.
Three districts, from the municipal record
The 2025 municipal housing sheet records the share of dwellings built in 1980 or earlier. It is context for the district, not a survey of your building.
District 4
47.9%[17]
Dwellings built in 1980 or earlier
Campanar
Campanar has the lowest recorded share of dwellings built in 1980 or earlier of the three districts on this page, but its historic village core is a catalogued BRL nucleus of about 34 hectares [18], and the church has its own BIC record [19].
District 17
62.8%[20]
Dwellings built in 1980 or earlier
Pobles del Nord (Pueblos del Norte)
Benifaraig and Carpesa each have a catalogued historic nucleus [21] [22]; a house inside either boundary has its façade and roof work checked against those conditions.
District 18
61.2%[23]
Dwellings built in 1980 or earlier
Pobles de l’Oest (Pueblos del Oeste)
Benimàmet and Beniferri have separate historic-nucleus records of different sizes [24] [25]; the mapped boundary, not the village name, decides which conditions apply to a house.
Open the district page for protection rules, barrios and the questions that apply there.
Assess the roof, walls and rooms together
Record leaks, damp patterns, previous repairs, visible movement and inaccessible areas. A visual visit establishes priorities, but concealed construction can need further investigation before a fixed scope is agreed. Repair the source of water entry before new plaster or decoration.
Insulation, windows and air-conditioning should be considered with ventilation and summer use of the rooms. The comfort guide sets out questions for the technical team. [13]
Protection, ownership and access
The municipal ordinance provides a heritage viability consultation and specific documentation for protected properties and archaeological areas. Check the building’s catalogue entry, protected surroundings and the proposed intervention before choosing a permission route or altering original elements.[1] El Cabanyal has its own special plan. The Plan Especial del Cabanyal-Canyamelar (PEC) was approved on 24 May 2023 and published on 19 June 2023.[5] Other districts also contain protected properties and settings, so the street name alone does not establish what is allowed.
Owning a house does not establish sole ownership of every wall or external element. Check party and shared elements, boundaries and any community arrangements. Façade and roof reform has its own procedure [3], and scaffolding on public ground needs a separate authorisation. [3] Deliveries, roof access and temporary equipment are planned before committing to a sequence.
Retain, repair or replace
We assess elements individually. Existing tiles, joinery and mouldings may be retained where condition and protection permit. A roof can need a local repair, renewed waterproofing or structural replacement, each with different design and permission requirements. [12]
The quote identifies access measures, making good, waste handling, technical appointments and assumptions. If you are buying first, use the pre-purchase guide before assuming that an extension or layout change is possible.
Handover covers the agreed finishes, installation operation, maintenance access and outstanding items, with the documents applicable to the scope. [12]

Your questions, answered
Do you renovate houses as well as flats?
Yes. A house can involve the façade, roof, external walls and older structure as well as the interior. The complete intervention, building protection and technical documentation determine the permission route.
What permit do I need to repair my façade?
UR.LC.135 covers the specified façade, roof and party-wall works on non-catalogued buildings. Protected fabric and other interventions need their own route, and public-space occupation requires separate authorisation where applicable.
My house is in El Cabanyal. What's different?
The Cabanyal-Canyamelar area has its own special plan, the PEC, approved in 2023. We read it against your house before any design work and check anything uncertain with the Ajuntament before we quote.
How do I find out whether my house is protected?
We check the catalogue status of the address before we design anything. If you haven't bought yet, you can also ask the Ajuntament for an informe urbanístico or a consulta de viabilidad patrimonial under art. 13 of the ordinance.
Can you renovate the roof?
Roof work can form part of the agreed project, following an assessment of its condition and proposed intervention. Structural replacement requires the appropriate design team and permission route; the word repair does not determine that route.
