Renovating across València’s 19 districts
Find your district, understand its housing and check the local planning context. Each guide brings together municipal statistics, named places and official documents to help you prepare an informed renovation brief.
Why the district matters
The municipal district and barrio map divides València into 19 districts and 87 barrios.[20] District context is a useful starting point. The exact address, building record and proposed work determine the checks your project needs.
Protection and planning. Ciutat Vella forms part of the Conjunto Histórico of València, declared a Bien de Interés Cultural by Decreto 57/1993.[22] Protected buildings and historic settings also exist outside Ciutat Vella. Each district guide links local catalogue entries or planning documents. A nearby monument does not automatically make every property protected: check the plot, the building and any applicable protection boundary before deciding the design or permission route.
Housing and inspection. The municipal district sheets below describe population at 1 January 2025 and housing stock recorded in their cadastral tables. The share of dwellings built in 1980 or earlier varies considerably. These figures describe a district, not the condition of a particular home. We inspect the property and review available information about shared drainage, installations, structure and previous works before agreeing its scope.
Intended use. The PGOU sets thresholds of 2% for tourist dwellings and apartment units relative to housing, and 8% for all tourist bed spaces relative to residents, assessed at both barrio and district level. A separate 15% threshold concerns ground-floor tourist premises in residential-dominant plots by block; the Ciutat Vella plan area has its own rules.[23] Tourism rules operate alongside planning, building and community requirements. A refurbishment does not itself authorise a new use. In the maritime districts, the Cabanyal also has its own special plan. The Plan Especial del Cabanyal-Canyamelar (PEC) was approved on 24 May 2023 and published on 19 June 2023.[24]
