Renovation
Full home renovation (reforma integral) in València
A full renovation coordinates the layout, installations, kitchen, bathrooms and finishes that your home needs, while retaining sound elements where appropriate. We establish the permit route for your address, coordinate the agreed trades and independent professionals, and give you a fixed-price quote in writing for the defined scope.

Full renovation in València: how the rules apply
Each rule below comes from a municipal, regional or national text listed in the sources. The note says what it means for this job; open a rule to read its full wording.
Permission and paperwork
- Start on filing (art. 26)
Strip-out is scheduled from the filing date, not from the date you accept the quote: until the complete declaration is lodged, nothing is demolished.[1]
Rule wording
A valid declaración responsable with all required documents enables the covered works to start on filing, subject to municipal checks. Filing is not a licence or confirmation that an unsuitable project is lawful.
- 6 and 24 months (arts. 15.2, 16.8)
A whole-home job has to start within six months of filing and finish within 24 months of starting, so a long pause for budget or furniture decisions can put the declaration at risk.[1]
Rule wording
Declared works must start within 6 months of filing and finish within 24 months of starting. The ordinance does not allow extensions except for stoppages caused by force majeure.
- Notify start and end (art. 28)
Two notices go on the calendar: the start once demolition begins and the completion once the last declared work is done, each within 15 days of the event.[1]
Rule wording
The start and completion of declared works must each be notified to the Ajuntament within 15 days of the event, with the documents required by article 28.
- Documents follow the scope
A new layout, or work reaching the building's general installations, brings the technical report, drawings, basic safety study, waste study and technical direction appointment into the file.[3]
Rule wording
Under UR.LC.140, layout changes, specified secondary structural repairs and works affecting general installations require additional technical documents. These include the relevant technical report and drawings, basic safety study, waste study and technical direction appointment listed by the procedure.
- A skip on the street (VP.OC.30)
Stripping out a whole flat fills skips; each one on the street is communicated through VP.OC.30 before it arrives, and only once the works declaration is filed.[1, 4]
Rule wording
Under article 33.3 of the 2026 licensing ordinance, auxiliary equipment on public space needs municipal authorisation, except skips, which need only a communication. Procedure VP.OC.30 is filed before the skip is placed and requires the works’ licence or a correctly filed declaración responsable or comunicación previa. On streets without a parking lane and with pavements under 3 metres, the skip cannot stand outside the building: rubble leaves in standard sacks of up to 1 m³, or from a skip at the nearest corner with parking.
- When a building project is required
A refit that keeps the structure and the façade is not automatically a LOE project; one that alters the overall structural system or the exterior composition can be. The design appointment records which applies.[15]
Rule wording
LOE article 2 requires a project for existing-building works that alter architectural configuration, including specified substantial changes to exterior composition, volume or the overall structural system, and changes of characteristic use. It also covers interventions affecting protected elements of listed buildings; not every interior refit meets these tests.
Official charges and tax
- ICIO 4%
Calculated on the execution material cost of all the declared work, so it grows with the scope; the quote shows it as its own line.[5, 3]
Rule wording
València’s ICIO rate is 4% of the taxable execution material cost. The declared budget, applicable exclusions and any relief must be checked for the particular works.
- Tasa from €140.90
Uses the same base as the ICIO, so when the declared scope changes, both charges move together.[6]
Rule wording
The planning fee (tasa urbanística) starts at €140.90 for a base of up to €6,010.12 and rises on a sliding scale. It uses the same base as ICIO.
- Paid before filing
Both charges are settled before the declaration goes in, so they fall due before demolition rather than at completion.[3]
Rule wording
The tasa and ICIO are paid before the declaración responsable is filed.
- ICIO: 90% accessibility reduction
If someone with a disability lives in the home and the refit includes the adaptations they need, that share of the ICIO can be reduced; the request goes in with the declaration, not afterwards.[5]
Rule wording
The ICIO ordinance reduces the tax due by 90% on works needed for the access and habitability of people with a disability in the dwelling or building where they habitually live, with a disability certificate linked to reduced mobility and proof of residence (art. 6.2.D). It covers only the qualifying share of the works, excludes buildings legally obliged to be adapted, and is requested with the licence application or the declaración responsable (art. 7).
- IVA 10%
A home you use privately can qualify; in a full refit the supplied-materials share needs checking against the 40% limit, so the quote separates materials from labour.[7, 8]
Rule wording
Ordinary dwelling renovation or repair can qualify for 10% IVA when the recipient is a private individual using the dwelling privately, construction or rehabilitation finished at least 2 years before the works, and contractor-supplied materials cost no more than 40% of the taxable base. Qualifying communities of owners are also covered by the law.
- IVA 21%
If the home is being renovated to let, or the materials share is above the limit, the general rate applies unless the works meet the separate rehabilitation test.[7, 8, 9]
Rule wording
The general IVA rate for ordinary repair or renovation is 21%; the private-home reduced-rate route does not cover rented or business-use dwellings. Construction and works meeting the tax definition of rehabilitation have a separate reduced-rate test, so the contract must be assessed before assigning a rate.
Community and building
- Notice to the community (LPH 7.1)
In a flat, notice to the administrator goes out before strip-out. Moving a wet room or opening a wall in a block also needs the community question answered, because notice does not authorise changes to common elements.[10]
Rule wording
An owner must notify the community’s representative before works inside a flat. Article 7.1 allows those alterations only if they do not impair the building’s safety, general structure or exterior configuration, or prejudice another owner’s rights; notice alone does not authorise changes to common elements.
- Climate zone B3 (CTE DB-HE)
New windows and insulation are specified for zone B3 where the intervention falls within DB-HE; the designer states which requirements apply to your refit.[20]
Rule wording
CTE DB-HE assigns climate zones by province and altitude: in the province of València, sites up to 50 metres above sea level are zone B3, and the same document gives the capital an altitude of 13 metres. The zone feeds DB-HE’s energy-saving requirements for interventions within the CTE’s scope.
On site and at handover
- Architect and technical roles
When a project is required, the architect and technical architect are appointed before construction pricing is final; our coordination does not replace either role.[15]
Rule wording
For residential building work within the LOE’s project requirements, the law assigns the architectural project and works direction to an architect, and material execution direction to a technical architect. Specialist designers and other technicians act within their legal competence and the agreed project team.
- Safety coordination
When more than one company, or several self-employed trades, work on the refit, the owner as promoter appoints a safety and health coordinator; the quote names who that is.[16]
Rule wording
The promoter must appoint a safety and health coordinator during construction when more than one company, a company with self-employed workers, or several self-employed workers take part. Appointing a coordinator does not remove the promoter’s own responsibilities.
- Check for asbestos before disturbing materials
Suspect materials are identified before strip-out, using what the owner and the community know about earlier work, and assessed before anyone disturbs them.[17]
Rule wording
Before demolition or maintenance, employers must identify materials that may contain asbestos, using information from the owner where appropriate. Suspected material requires assessment before disturbance; covered asbestos work is subject to specialist controls, an approved work plan and company registration as applicable.
- Plan and document construction waste
Stripping out a home produces mixed rubble, old fittings and packaging; the waste study and the contractor's plan say how each is separated, transported and evidenced.[18]
Rule wording
For works within RD 105/2008’s project requirements, the project includes a waste management study and the contractor prepares the corresponding management plan; waste transfers need documentary evidence. Minor domestic repair works have a specific exception from those national producer and holder duties and follow local requirements.
- Working hours (noise ordinance)
Demolition days are planned inside the ordinance's hours, and the neighbours hear from the administrator which weeks will be loudest.[19]
Rule wording
València’s 2023 noise ordinance allows works in buildings that affect the public domain from 08:00 to 22:00, Monday to Saturday, and from 09:30 to 22:00 on Sundays and public holidays, with exceptions for urgent or authorised work (art. 31). Noisy domestic renovation is also banned at night: 22:00 to 08:00 from Sunday to Thursday, and 22:00 to 09:30 on Fridays, Saturdays and the eves of holidays (art. 30).
- Completion records and the building book
At the end you receive the documents your scope generates: installation certificates, instructions and, where the works were a LOE project, the building-book records.[15]
Rule wording
For building works covered by the LOE, the completed project with approved changes, reception record, identification of participants and use and maintenance instructions form the building book delivered to users. The documents required for a smaller renovation depend on its scope and installation work.
Do you need a permit?
València’s 2026 ordinance has three routes. Which one your job takes depends on what it touches and on the building.
No permit
A whole-home scope that renews wiring, plumbing or the layout falls outside the article 14.f list, which only exempts specified interior jobs that leave the installations untouched. [1]
Declaración responsable
Where the building is not catalogued and the works fall within TRLOTUP article 233, a whole-flat refit can be declared through UR.LC.140, with the technical report, drawings, safety and waste studies that procedure lists for layout and installation changes. [1, 2] [3]
Licence
Work that replaces principal structural elements falls outside UR.LC.140, article 232 works and uncertified article 233.2 works need a licence, and a catalogued building has its own heritage route. We settle this before the layout is fixed, because it changes the design team and the programme. [3, 2] [1, 2] [1]
The Ajuntament has the final word. We confirm the route for your home before we quote, and we never start works ahead of it.
Three districts, from the municipal record
The 2025 municipal housing sheet records the share of dwellings built in 1980 or earlier. It is context for the district, not a survey of your building.
District 2
84.6%[21]
Dwellings built in 1980 or earlier
L’Eixample (Ensanche)
Russafa's historic core is catalogued as a BRL historic nucleus [22], so a whole-flat refit in an older Russafa block starts with the building's catalogue entry, before the layout.
District 3
79.8%[23]
Dwellings built in 1980 or earlier
Extramurs
Protection is not only for old-looking buildings: Finca Roja in Arrancapins is a catalogued BRL monument [24]. For a full refit we check the block's own entry before proposing new openings or windows.
District 1
70.4%[25]
Dwellings built in 1980 or earlier
Ciutat Vella
The district is part of the BIC historic ensemble [13] and its buildings are governed by the PEP and its catalogue [14]; a full renovation here follows the building's catalogue sheet from the first sketch.
Open the district page for protection rules, barrios and the questions that apply there.
Decide what the finished home must do
A full renovation need not remove every sound element. Start with how rooms will be used, storage, daylight, comfort and accessibility. List what must stay and what is optional. Compare retaining service positions with larger layout changes before selecting finishes. Our complete process guide takes you from brief to handover.
One coordinated project with defined roles
We coordinate construction and the independent architectural, interior-design and structural input required. Whether the refit counts as a building project under the LOE decides which regulated roles are appointed [15] [15]; the appointments identify who designs, who directs regulated work and what each person delivers.
The address shapes the assessment. The municipal district and barrio map divides València into 19 districts and 87 barrios.[11] District information helps identify local questions; the actual catalogue sheet and planning information determine the property’s constraints. The municipal ordinance provides a heritage viability consultation and specific documentation for protected properties and archaeological areas. Check the building’s catalogue entry, protected surroundings and the proposed intervention before choosing a permission route or altering original elements.[1] The Cabanyal PEC is one example of a local plan that must be considered. [12]
Agree the specification before ordering
The quote describes rooms, materials, installation work, access, protection, waste handling and completion documents. It identifies assumptions about concealed conditions and separates official charges and IVA. Product references, samples and drawings make the choices clear. Later variations are recorded with their price and programme implications before approval.
In a flat, the community notice and any necessary decisions are planned alongside the municipal route. [10] Dates depend on effective permissions, technical readiness and deliveries. If safe occupation cannot continue through demolition or supply isolation, alternative accommodation is agreed before starting.
Check before covering and before completion
We plan installer checks and inspections before walls or floors close, document the agreed stages and keep the waste transfer records the plan requires. [18] The completion review covers operation, finishes, outstanding items and documents relevant to the scope. [15] Use the handover checklist to prepare your review.

Your questions, answered
What does a full renovation include?
The agreed scope can cover layout, wiring, plumbing, air-conditioning, kitchen, bathrooms, floors, doors, ceilings and painting. Sound elements can stay. Windows, façades and structure need additional assessment of technical, community and permission requirements.
Will a full renovation need a declaración responsable or a licence?
It depends on what the works touch, not on the budget. A refit that changes the layout and renews installations in a non-catalogued building can be declared under UR.LC.140 when it falls within TRLOTUP article 233, with the technical documents that procedure lists. Replacing principal structural elements, an uncertified article 233.2 intervention or a catalogued building points to a licence or a heritage route. We confirm which before quoting.
Can I stay in the home while you renovate it?
Not comfortably, and often not safely, while demolition and the new installations are under way. We agree the dates with you when we quote, so you can arrange somewhere else to stay for that part of the job.
What happens if you find a problem once the walls are open?
We stop that part of the work, show you what we found with photographs, and price any extra work in writing before going further. The quote covers what a site visit can see; we say clearly where we could not look.
Do you work in every district of València?
We work across the city. Local plans and property protection matter, including the Ciutat Vella PEP and Cabanyal-Canyamelar PEC. Our areas page explains local considerations; each address still needs its own check.
